The lowest bidder did not provide a qualifying 10% bid bond, contractor licensure documentation or subcontractor listings required by the solicitation. Staff and the city’s bid‑protest review sustained those findings and recommended moving to the next lowest responsive bidder, Performance Pipeline Technologies.
Staff recommended a base contract of $718,850, a 15% construction contingency ($110,000) and $80,000 for construction support and inspection, for a not‑to‑exceed amount of $898,850. The project is rate‑funded and listed in the adopted CIP; staff said carryover funds in the sewer enterprise fund will cover the phase‑one work.
Councilmember discussion focused on procurement transparency and clarifying that "grind" in the bid context refers to surface removal rather than full subbase replacement. Director Lee and staff confirmed the project remains under inspection and the contractor has completed punch‑list work in deficient areas; the one‑year warranty in the contract remains in effect.
On the final roll call the motion passed 4–1. Council recorded a single dissenting vote on the record.
