The county administrator briefed the board on June 22 about draft state budget language that could permit localities to place a referendum before voters to adopt an additional 1% sales tax dedicated to school capital projects, major renovations or bond debt for such projects.
The administrator said nine localities are already authorized to collect a 1% schools sales tax under Virginia law and noted guardrails typically attached to the option: revenue must be used for new construction, major renovation, or debt service related to school capital projects; the state collects the tax and distributes it to the locality; and the authorization often sunsets on a specified date or 20 years after approval.
County staff emphasized the potential local impact: Powhatan County’s most recent facilities study identifies roughly $80 million in deferred maintenance and capital needs for schools. The administrator said a sales tax would create a revenue stream separate from real estate taxes and could bring dollars from nonresidents who shop in the county, but it would require school board coordination, legal work, finalized ballot language and registrar deadlines. Staff said final state budget language (if included) should be known by June 30 and that the board must be prepared to move quickly.
No action was taken; the presentation was informational. If the legislature and governor include enabling language in the final budget, the board would have the option to place a referendum question on the ballot, and staff would return with the procedural steps and timetable needed to meet election deadlines.
