Hebron development director outlines outreach, newsletter growth, business visits and development actions

Economic & Community Development Director Brittany Misner told the Village of Hebron Council on Oct. 23 that a design guidebook survey has been distributed through the village newsletter, social media and public locations to shape prospective guidance for developers making building upgrades or constructing new residential or commercial structures.
"This survey is to start shaping the work that we're going to be doing and we will adopt and share the design book with developers," Misner said. She described outreach efforts including a planned "Coffee, Donuts and Transit" session with local employers and Licking County Transit to discuss adding Hebron to a fixed bus route and to gather employer input on workforce needs.
Misner said the newsletter has moved from bimonthly to monthly because of demand; she reported nearly 500 subscribers and an open rate of around 60% on the most recent issue. She also reported that the department completed business retention and expansion visits with Lear, Sunfield and Harry & David, and that an intern placed through the Mid-Ohio Regional Planning Commission (MORPC) supported summer work.
On development oversight, Misner said there are 54 active code enforcement cases and 94 permits issued so far this year. Council authorized a Stormwater Best Management Practices Operation and Maintenance agreement for a development at 3261 Hebron Road with National Church Residences, with Mr. Wolf moving and Mrs. Stoner seconding the authorization; the agreement will be updated to specify ownership information and signatures will indicate final ownership.
Council also approved a request to allow the Hebron Nazarene Church to stage a live nativity on village property Dec. 11–15; the authorization passed with one abstention (Jerry Carpenter).
Misner said 2025 will focus on improving departmental processes and efficiency, and that the village is launching a Comprehensive Plan Implementation Committee and an Economic Development Committee to continue outreach work.
Next steps: staff will compile code enforcement lists for council as requested and continue stakeholder meetings and permit processing.
