One councilor emphasized the need for a contingency reserve: “Every fiscally responsible organization needs to have one year’s operating budget in reserve,” Jackson said, urging the council to set a long-term reserve target.
Staff described prior outreach by the town’s finance contact (Gary Kedington) to other institutions and said some private firms indicated they could beat the PTIF interest rate; councilors recommended pursuing professional investment advice and interviewing firms before moving money into less liquid or longer-term accounts. Members stressed the need to keep some funds liquid for town operations and to confirm withdrawal penalties before committing funds to higher-yield options.
No formal action was taken; councilors said they would return with proposals and, if needed, hold an open meeting before authorizing any transfer of restricted funds.
