Stormwater utility ordinance and base-rate resolution lapse without a motion in Hebron council

Ordinance 30-24, a third-reading measure to add a "Stormwater Utility" subsection to the village codified code, received no motion for adoption and therefore did not pass. A companion item, Resolution 24-14, which would have set the base rate for the proposed utility, likewise had no motion on third reading and did not pass.
Minutes do not record discussion or a vote on the measures. Both items were presented on the agenda and remain unresolved; council later introduced other utility-related ordinances (Ordinance 36-24) and a source-water committee resolution for first reading but took no final action on the stormwater proposals.
