Hebron council adopts 2025 appropriations, appoints legal counsel and approves indigent defense agreement

At its Nov. 26 meeting, Hebron's council unanimously adopted Ordinance 32-24 making appropriations for fiscal year 2025, approved Ordinance 33-24 authorizing legal counsel appointments, and adopted Resolution 24-17 to enter an indigent defense services agreement with Licking County.
Hebron's Village Council on Nov. 26 unanimously adopted the village's appropriations ordinance for fiscal year 2025 and approved related legal and court-service measures.
Chief Fiscal Officer Deborah Morgan told council she recommended passing Ordinance 32-24 "to avoid any unforeseen issues at the end of the year." Council suspended the readings and adopted the appropriations ordinance by roll call vote with Council President Randy Wolf and Councilmembers Annelle Porter, Jerry Carpenter, Andrea Chapman, Stacy Stoner and Kenney Nauer voting in favor.
Council also suspended readings and adopted Ordinance 33-24 to authorize the employment and appointment of legal counsel for the Village of Hebron. Morgan again recommended adoption to prevent year-end complications; the vote was unanimous.
On the court-services front, Council adopted Resolution 24-17 authorizing the mayor and fiscal officer to enter into an agreement with the Licking County Board of Commissioners for indigent defense services in the municipal court. The resolution was moved and passed by roll call vote with all members present voting yes.
Council additionally adopted Ordinance 35-24, which makes adjustments to 2024 appropriations and was presented as an emergency measure. Morgan said the appropriations reflect funds the village had received and will be sent to Licking County once appropriated.
All vote counts for the adopted measures were unanimous among the councilmembers present. No effective dates beyond the ordinances' text were specified during the meeting.
The council declined to take up two stormwater measures on the agenda (see separate coverage). Officials said further work and follow-up will proceed through staff and future meetings; Morgan can provide the appropriation and insurance materials to council members on request.
