Council delays decision on proposed sports pavilion donation after concerns about size and location

Nicole Menuck asked who would be donating the pavilion and how maintenance would be handled; Mayor Cowper said Mark Wood is proposing the donation. Councilmembers raised concerns about the pavilion’s proposed size, material and the cost and logistics of moving a volleyball court. Councilmember Clarke said he would "like to see it big enough for 3-4 tables," and indicated concern about process and timing.
Mayor Cowper moved that the Planning Commission review the proposal in conjunction with the Master Plan; the motion failed (Yes: Buchanan, Cowper; No: Clarke). Clarke then moved to table the discussion until the next City Council meeting when a full council is present; that motion passed unanimously. No final decision was made on accepting or placing the donation; councilmembers signaled they want more information and a full council vote before taking action.
The item will return to the council agenda when a full complement of members is present, and council asked that details — including exact location, material specifications and a maintenance plan — be clarified before a final vote.
