Sylvan Lake City Council on June 11 approved budget amendments that include a $50,000 transfer from the General Fund to the Water Department and a $50,000 loan from the General Fund to the Water Department to be repaid by June 30, 2026. The motion, moved by Councilmember Buchanan and seconded by Councilmember Zubrzycki, passed unanimously (Buchanan, Cowper, Zubrzycki).
City Manager Martin told council the city’s approved water and sewer rates will not cover all water expenses and that part of the amendment is to address that shortfall. Martin explained the amendments were discussed previously and are intended to support ongoing water work, including required state programs to verify service lines.
Martin described two testing efforts: a previous state-mandated random test of roughly 10% of homes to check for lead service lines, partially covered by a county grant, and a subsequent state requirement to inspect all service lines for which the city secured a matching grant. "They need a response from the residents when requested to move this project along," Martin said, describing the need for resident cooperation.
Councilmembers asked clarifying questions about loan documentation and the water verification program. Martin confirmed the loan is documented in the meeting minutes and audit report and said he had requested cost verification from the Great Lakes Water Authority and the Water Resources Commission. The motion to approve the FY 2024/2025 budget amendments was adopted as presented.
