Mr. Graham, who introduced the item, said Spyglass will analyze bills for overcharges, unused services and better rate options by leveraging a nationwide database of rates. The firm will pursue refunds and negotiate on the city’s behalf; Spyglass would retain 50% of any refunds and receive 12 months’ worth of any realized savings (with the city keeping ongoing savings thereafter). Council members said the 2015 audit produced roughly $8,000 in first-year savings and discussed appropriate audit frequency; Mr. Graham recommended periodic audits every five to 10 years, noting many vendors change billing practices with new product lines.
Council approved Resolution 26-27 by voice vote. Staff said if no changes are implemented from the consultant’s recommendations, the city would not pay for consulting services tied to those recommendations.
Council asked for follow-up on the firm’s proposed look-back period (Spyglass generally discussed 3–5 years of prior billing review) and how the city would handle any required appropriation for the contract.
