Commission for the Blind approves minutes; agency reports budget progress and outreach plans

The Massachusetts Commission for the Blind approved minutes from its Aug. 6 and Oct. 9 meetings and heard a fiscal update during a brief virtual session. The commissioner reported that earmarked ARK funds have been released to the agency and that staff are moving the money into activity codes so vendors can be paid.

The update mattered to board members because the timing and distribution of those funds affect vendor payments and program delivery. The commissioner said the agency also received a portion of expected federal funding while Congress has enacted a partial budget that runs through Dec. 20; staff will monitor federal action for additional funding. The commission also said it is “still in the hiring process” for a chief financial officer.

On outreach spending, the commissioner noted the commission received $100,000 in reot funds and has discussed using them with UMass to support outreach intended to recruit more people into rehabilitation services for the blind. “The 100,000 that we received … we are going to focus on using … doing some outreach to the community,” the commissioner said. The commission indicated details are still being developed.

Board members recorded routine procedural business and technical difficulties with a remote participant’s audio or video during the vote; a quorum of members voted to approve both sets of minutes. The commission opened the meeting for public comment but no substantive public comments were recorded before adjournment.

The commission plans to reconvene next month; staff will return with more details about the reot-funded outreach and any updates on federal funding.
