MCB staff report FY24 budget locked and seek CFO/budget director hires amid system issues

MCB staff provided a fiscal update describing a difficult close to the fiscal year after an internal system update caused some payment vouchers to be missed and required vendors and staff to refile documentation. Staff said the agency was able to submit last-minute entries and that the FY24 budget is now locked.
The agency submitted its spending plan to the Executive Office of Health and Human Services for review and expects to forward it to the state’s A&F office after any recommended changes. Staff said those reviews will continue next week.
Council members also heard that the agency continues to search for a chief financial officer and a budget director. One candidate accepted a CFO offer but later declined for personal reasons; the positions have been reposted and the agency is re-starting recruitment.
Council leadership emphasized that internal fiscal staff with experience are carrying operations while recruitment proceeds; the speaker noted the agency manages roughly a $40 million budget and that continuity among experienced fiscal staff has been important to maintaining operations.
