Chaplin PZC schedules public hearing on proposed substance abuse facility at 96 & 108 England Road

The Chaplin Planning and Zoning Commission voted on Nov. 12 to schedule a public hearing on application ZP15-044, a zoning permit application for a proposed substance abuse facility at 96 and 108 England Road. The hearing was set for Dec. 10, 2015, after PZC Staff told the commission the application warranted public notice because of the nature of the proposal and a high number of interested parties.

PZC Staff informed the commission it had received the zoning permit application for the substance abuse facility and recommended the commission conduct a public hearing. Vice-Chairman Doug Dubitsky recused himself from consideration of ZP15-044. Eric Beer moved to schedule the hearing; Helen Weingart seconded the motion. "Motion made by E. Beer to schedule a Public Hearing for application ZP15-044, for December 10, 2015," the minutes record. All members voted in favor and the motion carried.

Chairman Peter Fiasconaro later responded to two separate inquiries about ZP15-044 during the Citizens having New Business portion of the meeting, confirming the application had been received and that the commission had scheduled a public hearing. No substantive deliberation on the merits of the application occurred at the Nov. 12 meeting; the commission will take public testimony and any further evidence at the Dec. 10 hearing.

The public hearing date set by the commission is Dec. 10, 2015. Members and staff did not record additional conditions, permit text, or a decision on the application at this meeting; those details will be part of the hearing record.
