NECCOG: $12M in Community Connectivity funds announced; SS4A schedule updated and grants open

NECCOG staff announced that the State Bond Commission approved $12 million for 2025 Community Connectivity projects, which will fund municipal construction projects to improve bicycle, pedestrian and transit access. Staff said eligible construction grants will range from about $100,000 to $800,000, and applications are due by 4 p.m. on Wednesday, May 21, 2025.
The Director reported that the Safe Streets for All (SS4A) program, which launched a data-gathering phase with consultant BETA in November 2024, is adjusting its schedule because of delays. NECCOG is amending its agreement with the Federal Highway Administration; targets given in the meeting are a draft plan by Dec. 31, 2025, a completed plan by March 31, 2026, and plan adoption by NECCOG on May 30, 2026. Staff also noted that a Comprehensive Climate Action Plan (CCAP) effort is on hold due to a freeze in federal funding.
Staff reminded towns that Active Transportation grant participation deadlines fall in mid–late March and urged municipalities to review program guidance and the grant application page. The meeting packet and staff presentation listed program priorities as pedestrian and bicycle safety, increased access to downtowns, and improvements for transit users in urban, suburban and rural contexts.
Next steps: NECCOG staff will post application materials and continue monthly SS4A coordination meetings with BETA. Municipalities interested in applying were directed to the program webpage for application details and the May 21, 2025 submission deadline.
