Council approves resolutions on housing preemption, MI Home Program and adopts 2026–27 budgets

Sylvan Lake City Council at its May 13 meeting approved several resolutions and budget measures by unanimous roll call votes.

Council approved a resolution opposing a state-level housing preemption bill package that would limit local municipal zoning authority; the motion carried 5-0. Council then approved a resolution supporting the MI Home Program, also on a unanimous vote.

The council accepted certifying delinquent bills to the summer tax roll as presented. Later in the evening City Manager Martin presented the proposed 2026/2027 budgets, explaining how millage rates are set and the effects of Proposal A and the Headlee amendment, and reviewed general fund revenue and expenditures, capital outlay, garbage and rubbish fund millage and fees, and the infrastructure fund. Martin said he was waiting for cost information from the Oakland County Water Resources Commission before finalizing water and sewer rates. Resident Kay Carney asked where seawall repair funding would come from during the public hearing; the hearing was closed at 9:46 p.m.

After the public hearing, council moved and approved three budget resolutions establishing millage rates, rubbish collection costs, and appropriations for the 2026/27 budget; roll call was unanimous (Ayes: Buchanan, Segal, Zubrzycki, Cowper, Clarke). The meeting adjourned at 10:00 p.m.
