Trust approves audit-related journal entries, consulting contracts and to seek cyber insurance

At its June 8 meeting the Oklahoma County Justice Authority approved a slate of financial and contracting actions intended to close audit items, support pending litigation and maintain operations.
The board voted to accept May invoices and claims and approved multiple journal entries intended to reconcile financial records and reclassify payroll timing issues. Finance staff said the corrections were clerical in nature and were recommended by the auditing/accounting firm as part of wrap-up work for FY21–23.
County Clerk Marissa Treat told trustees the jail's audit must be completed by month end and that the county will likely request a special June meeting so the trust can formally accept the audit into the county's annual financial report. "We will probably ask that you do a special in June because we will need you all to officially approve and accept the audit that comes in from your auditor so that we can include that in our annual financial report," she said.
The board also approved several contract items: an addendum to an ImageNet Consulting lease (no change to previously approved terms), a service agreement with Service Wing Organic Solutions for on-site cleaning-agent monitoring, and a consulting agreement with Winston Services (cap $5,000) to perform financial investigative work for anticipated cases. After returning from executive session, the board approved a consulting services agreement with Elite Medical Experts LLC related to the estate of Gonzalez v. OCCJA with a cap of $75,000.
Trustees authorized staff to apply for a Bureau of Justice Assistance grant worth up to $4 million and approved standard annual inmate housing contracts with Grady County and related jurisdictions for the upcoming fiscal year. The board also approved resolutions modifying committee memberships and schedules and authorized retention of cyber liability insurance with premiums not to exceed $30,000 annually.
Several litigation matters were discussed in executive session; the board voted on motions to "proceed as discussed" for Gonzalez, the Davis estate and other pending claims and later approved a resolution waiving the right to appeal adverse judgment in Gregory Davis v. Oklahoma County.
No dollar amounts beyond the consulting caps and the proposed grant amount were newly appropriated during the meeting; the Trust scheduled its next meeting for July 13, 2026, and noted a potential special June meeting for audit acceptance.
