The Director presented program updates including the Transportation Rural Improvement Program (TRIP), Safe Streets for ALL, the Climate Pollution Reduction Grant/CCAP process, Active Transportation Grants, and OPM parcel/GIS work.
On TRIP the Director said the program requires a 20% municipal match (distressed municipalities and public investment communities are exempt), allows in-kind services only if municipal, and introduced a $2 million project cap. The TRIP application deadline in the meeting materials is 4 p.m. Friday, Feb. 7, 2025.
Safe Streets for ALL: the kickoff meeting occurred in November 2024 and monthly meetings with BETA are underway during data-gathering. The CCAP survey for Central Mass and the Northeastern CT region is complete and results will be analyzed. Active Transportation Grants guidelines were updated to cover bike racks only and not construction or labor. OPM Parcel/CAMA/GIS updates include completed 2024GL parcel updates for Brooklyn and Hampton, scanned town-clerk maps for Eastford, Scotland and Union, and beta building/elevation layers available on the CT Geodata Portal; NECCOG must submit its work plan to OPM by March 31.
The minutes present these as staff updates; the meeting materials do not record formal votes on these program updates.
