Parent urges action on Richard Elementary lunch/breakfast timing and services during public comment

Kavan Duffy, a parent who gave public comment at the Sept. 9 meeting, urged the committee to focus resources on Richard Elementary School and described operational problems he said affect students’ ability to access meals and instruction.
Duffy identified himself, said Richard is a Title I school and asserted that roughly 70% of last year’s kindergarten class were designated as high‑needs. He asked the committee to consider whether lunchroom and scheduling arrangements allow kindergarteners adequate time to eat and said he has observed instances where young children do not receive a timely breakfast or adequate meal time.
"When you are talking to someone that is building something, the first thing that you want to know is about cost overruns," Duffy said, then pivoted to student supports: "There is no reason for Marlborough schools to be achieving where they are. ... We are in a high‑needs community and we need to provide better services."
Committee members acknowledged the concern and offered to meet with Duffy and to bring the issue up at future meetings. The chair invited additional public comment and then moved on to action items.
