The Regional School District No. 4 Board of Education reviewed comprehensive facilities and finance reports at its Sept. 4 meeting. Facilities Director Fred Gerber and Finance Director Robert Grissom presented summer project updates, capital reserve balances, project expenditures and a bond cash‑flow comparison.
Gerber reported projects completed or advanced over the summer: VRHS brick repointing and waterproofing ($34,786.25); installation of a water treatment system at VRHS by Waterboy LLC ($29,504.91) with tests confirming proper function and addressing water/lead concerns; arena and tennis court work including new stadium lights and concrete at seating areas; stage replacement at VRHS (total project cost $59,000 including $11,000 for subfloor reinforcement); stair tread and classroom flooring replacements across VRHS and JWMS; gym floor refinishing at JWMS ($58,025); and ongoing JWMS mold remediation nearing closeout. The dual‑temperature piping insulation replacement contract was listed at $199,540, with Phase One complete and Phase Two scheduled to begin Sept. 21.
Grissom presented the Capital Reserve Fund annual report for the fiscal year ended June 30, 2025: the materials show a start‑of‑year balance, FY25 appropriations, state grant reimbursements, and listed project expenses, with an ending balance of $572,652.52. A life‑to‑date summary of major capital projects (Athletics, Security, Mold) and encumbrances/expenditures was provided. The packet also reports $369,203.14 in FY25 interest earnings credited by project per board policy.
The administration also distributed bond materials for a $7,575,000 general obligation bond (dated Aug. 22, 2025) and a cash‑flow comparison of alternatives; the packet shows projected annual debt service through 2046 and a total scenario difference of $729,486.22 between the presented options.
Board members and administration discussed remaining items for the VRHS fields (cross‑country trail, accessibility paths) and the JWMS irrigation supply evaluation. The board unanimously approved acceptance of donations supporting VRHS student trips and other school activities earlier in the meeting.
The meeting materials and packet contain line‑item costs and project photos referenced by the facilities presentation; the minutes direct readers to the attached reports for full detail.
