The Paradise Township Planning Commission on Nov. 5, 2024, approved a series of land-development actions and waivers during a meeting called to order by Chair Dale Hershey at 7:00 p.m.
Roger Fry presented a lot add-on and subdivision plan on behalf of property owner Joseph Phipps for 263 South Belmont Road; the commission discussed the plan during the briefing item. Ezra Martin of McCarthy Engineering presented a final plan for Elmer S. King at 3231 Lincoln Highway, which the commission discussed, and Kevin Witmier of Impact Engineering presented a final subdivision and land-development plan for Wellspring Amish Mennonite Church at 202 S. Vintage Road.
In the actions portion of the agenda, the commission approved the sewer module plan for Wellspring Amish Mennonite Church, as presented by Kevin Witmier. The minutes record the approval but do not provide a mover, seconder, or vote tally.
The commission approved requests from Mike Barbieri of Yerkes Associates, representing Clayton Renshaw for 941A Strasburg Road, to modify the existing-conditions plan and to modify the wetlands study, with the approval conditioned on meeting the recommendations of Rettew (an engineering consultant cited in the minutes).
Kevin Witmier, representing Aaron G. Zook for 44 Harristown Road, requested several waivers and conditional approvals; the commission granted a waiver of the wetland study requirement, approved deferral of street reconstruction (including wearing course, curbing and sidewalks), approved a waiver for street trees, and granted conditional plan approval provided the plan meets the conditions in Rettew's letter dated Oct. 11, 2024. The minutes record these approvals but do not list vote tallies or who moved or seconded the motions.
The commission also approved the October minutes earlier in the meeting; the record notes approval but does not include a vote tally. Chair Dale Hershey reported on attending a Pequea Valley Regional Comprehensive meeting during the public-comment portion of the agenda. The meeting adjourned at 8:13 p.m.; minutes were submitted by Joe Phipps, Secretary.
The minutes do not include vote counts or names of motion movers and seconders for the recorded approvals, and they do not clarify whether the “Joseph Phipps” identified as a property owner represented by Roger Fry is the same individual as “Joe Phipps,” the secretary listed among those present. Where approvals were conditioned on consultant input, the minutes cite Rettew's recommendations or Rettew's letter (Oct. 11, 2024) as the basis for the conditions.
