Chair Dave Lee called the Long Range Capital Planning Committee special meeting to order at 6:19 p.m. on Jan. 21, 2026, at the Clifford B. Green Memorial Center Conference Room (also on Google Meet). The committee reviewed collected asset data and a proposed municipal asset-condition rating system and handled routine procedural business before adjourning at 6:40 p.m.
The meeting’s main substantive item was a presentation by Chair Dave Lee of a document titled "Municipal Asset Condition Rating System Town of Brooklyn, Connecticut," intended to establish a standard method for evaluating the condition of municipally owned assets and for prioritizing capital expenditures. Lee said committee members had contributed asset inventories: Matt Allen provided information for the Department of Public Works assets, Rich Calarco provided Parks and Recreation assets (via notice), and Justin Phaiah provided school assets. Lee asked Phaiah to supply the school asset list in Excel format and requested that staff provide titles for the town’s fire trucks and other vehicles to verify ownership.
Committee members briefly discussed several town-owned or encumbered properties that will affect the asset inventory, including Hart’s, the old strip mall across from Brooklyn Market, South Street, Salmon Street, Common Way, the old Boy Scout storage facility (noted in the meeting as subject to a 99-year lease), and Paradise Drive. The discussion focused on clarifying which properties are owned outright by the town and which are encumbered by leases or other interests; no formal decisions about disposition or capital projects were made at the meeting.
On procedural business, Matt Allen moved to approve the committee’s Oct. 15, 2025 minutes; Justin Phaiah seconded the motion and the committee approved the minutes. Later, Phaiah moved to approve the committee’s 2026 regular meeting schedule; Allen seconded and the motion passed. The committee confirmed its next regular meeting for Feb. 18, 2026. At 6:40 p.m., Phaiah moved to adjourn; Allen seconded and the meeting was adjourned.
Recording Secretary Lisa Mileski prepared the meeting minutes. Also present for the meeting were Joe Bellavance and absent with notice was Rich Calarco; Lance Metzger was also absent.
