County legal counsel explained the moratorium is intended to be as broad as legally permitted while respecting vested‑rights protections; counsel said projects with vested site‑plan approvals are unlikely to be affected. Council members discussed the ordinance’s scope and directed staff to incorporate legislative findings into clearer staff direction for third reading. A public hearing on the moratorium ordinance was scheduled for the council’s July 13 meeting.
On separate items council approved collection of cash surety bonds to finance required road repairs at Bailey’s Run Subdivision (phases 4–6); staff clarified acceptance of completed roads will be a later, separate council action. The council also received committee reports approving modest district funding allocations for local nonprofit and community organizations.
After an executive session for legal advice and settlement discussion, council authorized a settlement agreement for project number 11149‑014‑Track97 as discussed in executive session. The meeting concluded with a motion to adjourn.
