Chaplin PZC hears pre-application to convert two Chaplin Street properties into men’s treatment facility; staff to consult town attorney

Chaplin Planning and Zoning Commission members on Sept. 10 heard a pre-application from property owner Darrell Chaloult to repurpose 96 and 108 Chaplin Street as a residential treatment facility serving men with substance-abuse disorders.
Chairman Peter Fiasconaro called the meeting to order at 7:02 p.m. and the commission heard an overview from Darrell Chaloult, who said he had shown the two properties and their existing amenities to PZC staff and two commission members and described how both parcels would be used together as a single program site. Chaloult introduced Katherine Bonilla, a licensed therapist who he said would direct the facility’s programming and clinical services.
Commissioners questioned the proposed operations, permit requirements and potential neighborhood impacts and discussed how the use would fit within local zoning rules. PZC staff and members agreed the next step was legal review: the commission directed staff to consult Town Attorney Dennis O’Brien and report back at the next meeting with recommendations on zoning compliance and any special permit or licensing needs. No formal application or vote on the proposal was taken at this meeting.
The meeting also recorded a citizen request from Paul Piefer, chairman of the Chaplin Historic District Commission, asking for a determination about replacement of a residential sign at 46 Chaplin Street; PZC staff reported the Historic District Commission had already approved the sign and the PZC agreed by consensus to allow staff to handle the matter administratively because the reduced sign size appeared to move toward compliance with zoning regulations.

The minutes record contains inconsistent phrasing about the May 14 approval (it notes both that “all members voted in favor” and separately lists three abstentions); the commission’s official minutes should be consulted for the formal vote tally.
Zoning Enforcement Officer Jay Gigliotti reviewed his June 2015 ZEO report during the meeting. The commission had no items pro re nata and adjourned at 9:35 p.m.
Next steps: staff will consult with the Town Attorney about the pre-application and return to the commission with legal guidance and a recommendation on permitting and compliance.
