Ashville council approves pay-scale study, park grant management and lighting agreement

Mayor Derrick Mostella called the meeting to order at 6:00 p.m. and the council moved quickly through the consent and action items. Councilmember Shirley Smith moved to approve the final meeting agenda; Councilmember Denise Williams seconded, and all councilmembers voted in favor.
The council approved minutes from the Oct. 6, 2025, meeting following a motion by Councilmember Shirley Smith and a second from Councilmember Denise Williams. The body then approved an agreement with JSU for a pay-scale study and job description review in the amount of $5,000. Councilmember Denise Williams moved the JSU contract approval and Councilmember Shirley Smith seconded; the motion passed unanimously.
Councilmembers also approved a grant-management agreement with the Regional Planning Commission of Greater Birmingham for the Community Park in the amount of $14,000. Councilmember Edward Roscoe Lane moved the grant-management agreement and Councilmember Adam Abernathy seconded; the motion passed with all councilmembers voting yes.
The council approved an agreement with Alabama Power for Community Park lighting, with the company's service estimated at $427.52 per month. Councilmember Edward Roscoe Lane moved to approve the Alabama Power agreement; Councilmember Robin Bowlin seconded and the motion was adopted unanimously.
On financial housekeeping, Councilmember Denise Williams moved to pay the bills due; Councilmember Edward Roscoe Lane seconded and the motion carried with unanimous support.
The council made two announcements: the next meeting will be Nov. 3, 2025, at 6 p.m., which will serve as the swearing-in and organization meeting (no work session), and the community event "Sweets on the Square" will take place Oct. 31 from 6 p.m. to 8 p.m. Councilmember Robin Bowlin moved to adjourn the meeting; Councilmember Edward Roscoe Lane seconded, all councilmembers voted yes, and Mayor Derrick Mostella adjourned the meeting.
