Town Administrator to Draft Unified Water and Sewer Policy; Commission Sets Aug. 20 Review

Town Administrator Bob Graves told the Hinsdale Water and Sewer Commission on June 11 that he is preparing a consolidated policy document to clarify responsibilities for privately owned water lines that connect to the town-owned system, and for town-owned lines.
The policy effort grew out of a request Graves asked the commission to consider: defining and clarifying which responsibilities fall to the town and which fall to private property owners when private lines connect to the town system. "He said he is working on a one-stop document that covers both Town Water and Town Sewer services for residents and staff to use and refer to regarding both the Water System and the Sewer system," Graves said in the minutes distributed for the meeting. The commission agreed the policies should spell out maintenance responsibilities and any additional conditions imposed on private-line users.
Select Board Chair Margaret Gregory opened the meeting at 6:00 p.m. The chair also tabled review of the commission's March 12, 2025 meeting minutes until the next session on Aug. 20, 2025; the minutes do not record a mover, seconder, or formal vote for that action. The board agreed to set the next Water and Sewer Commission meeting for Aug. 20; Graves said he would forward the draft policy document on Aug. 14 for members to review in advance.
The minutes list Water and Sewer Advisory Board members Laura Galliher, Bonnie Conner, Mary Rick and Dick Eastland as present, and note that Select Board member Ray Huntoon was present and Bart Collins was absent. DPW Super Jamie Callahan and Finance Chair Shaun Galliher are also listed as attending. The meeting adjourned at 6:30 p.m.
The commission's next procedural step is to receive and review the draft policy on Aug. 20, 2025; the minutes indicate the policy document will be circulated on Aug. 14 for committee review.
