Twan (Twan/Tawan) Stevens of the Stevens Group appeared before the Florissant City Council on June 22 seeking a special-use authorization to operate a construction contractor use at 1171A North Highway 67 in a B3 extensive business district.
Stevens described the proposed activity as indoor storage of equipment and materials, occasional meetings to coordinate rehab projects and staging for crews. He said the business performs residential rehabs and does not use heavy equipment on site; the council pressed him to confirm there would be no on-site wash-down area for vehicles and that starting hours would be 8 a.m. "Yes," Stevens said, agreeing the trailer on site would not be used for debris storage overnight in normal operations.
Council members raised code and property-maintenance concerns. Councilman Egan reported visiting the site and noting apparent code and building violations related to the property owner; Egan said he would not vote to approve anything until the property was cleaned up and violations addressed. Stevens acknowledged being recently informed of violations and said he would work to correct them before subsequent readings.
During the hearing a resident (Lou Gerols) offered public comment on a drafting issue in a separate ordinance (paragraph wording) but expressed support for the special-use request. The council closed the hearing; Bill 10238 (authorizing a special use for Tawan Stevens d/b/a The Stevens Group at 1171A North Highway 67) appears on the council's new-business list but the transcript does not record a final vote on that bill at this meeting.
