Pella Council approves $6.54M community center contract, accepts soccer project, and authorizes FAA grant applications

At its June 2 meeting, the Pella City Council approved several capital actions and grant steps affecting city facilities and the municipal airport.
The council voted to approve Resolution No. 7077, awarding the construction contract and performance bond for the Pella Community Center Renovation project to Stahl Construction for a base bid and alternates totaling $6,540,000. The project scope includes plumbing, HVAC and electrical upgrades, fire sprinkler installation, exterior window replacement, roofing, restroom and kitchen upgrades, and an upgraded elevator. Substantial completion is scheduled for April 2027.
Council also approved Resolution No. 7079 accepting the Soccer Complex Improvements project. The final contract amount after a previously approved change order is $790,768.80. The project engineer recommended acceptance, and staff and the engineer reported the work was completed in accordance with plans and specifications.
For the Pella Municipal Airport, the council approved Resolution No. 7080 accepting a low responsive bid from Murphy Equipment of Des Moines in the amount of $440,716 for snow removal equipment. McClure Engineering reported a total anticipated project cost of $500,816 including engineering; staff recommended submitting two Federal Aviation Administration grant applications (IIJA-AIG and AIP) to cover an estimated 95% federal share ($475,775.20) and a local match of about $25,040.80. City staff noted urgency because approximately $391,283 in available federal funding would expire if not used within the funding window.
Each of the above resolutions passed on roll call votes recorded in the minutes with votes listed as AYES: 4, NAYS: None. The council also approved routine claims and other consent items in the same meeting.
