Indoor recreation center construction running ~60 days behind; city reports change orders and contingency intact

City staff updated the council on construction progress and change orders for the new indoor recreation and aquatic center.
Mike told the council that contractor work is progressing but the schedule is approximately 60 days behind; staff currently estimates construction completion in July 2027 with a potential opening in August 2027. He described two categories of change orders: administrative change orders (handled by a small committee chaired by Council Member John Butler with authority up to $20,000) and larger project change orders requiring council action. "We have two types of change orders for the indoor recreation center. We have the administrative change orders which ... keep the project on course," Mike said.
Staff said they have authorization of roughly $300,000 for administrative change orders and have approved about $26,000 of that to date, leaving roughly $94,000 of the committee's authorization. Other project change orders above $20,000 total about $214,000, leaving a remaining project contingency of about $480,000 from the original contingency approximated at $900,000. Spencer Winsenreed, the community services director, walked council through construction photos and said portions of the pool shell and gym footprint are near completion, and interior work is moving forward as exterior envelope work nears completion.
Council and staff said they are monitoring schedule and contingency closely and that most recent change orders were intended to keep the work moving during construction.
What's next: Staff will continue to administer change orders under the administrative committee authority and bring larger changes to council; staff will provide further schedule and budget updates as project milestones are reached.
