During a public hearing with no comments, the City Council accepted bids and awarded the construction contract for control upgrades at the West Generating Plant to Eagle Electric for $398,200. The project upgrades control systems to maintain reliability and operability of the city’s generation assets. The rebid earlier this spring produced two bids; Eagle Electric submitted the low responsive bid.
Staff and DGE Engineering recommended awarding the contract to Eagle Electric despite the bid exceeding the engineer’s opinion of probable cost ($244,000) because rebidding previously resulted in no bids and current proposals reflected prevailing market conditions. Council adopted Resolution Nos. 7065 and 7066 approving plans/specifications and awarding the construction contract on unanimous roll call votes.
Construction scheduling will be coordinated with Missouri River Energy Services (MRES) and the city to minimize system impacts and meet RCA notice requirements; staff anticipates approximately two months of construction and scheduling during lower-demand periods to maintain compliance and reliability.
