Holbrook School Committee approves handbooks, union agreements, Yondr rollout and 2% superintendent raise

The Holbrook School Committee voted on Aug. 22 to approve a slate of administrative and personnel items, including district handbooks, two memoranda of agreement with employee groups, the implementation of Yondr pouches at Holbrook Middle-High School and a 2% salary increase for Superintendent Julie Hamilton.
The committee approved the superintendent’s goals, which are aligned to the district’s multi‑year strategic plan and include priorities for student and staff well‑being, expanded college and career pathways, data‑driven facilities planning and strengthening Tier 1 instruction across PK–12. The motion to approve the goals carried unanimously, 3‑0‑0 (mover: Renee Malvesti; seconder: Ryan Despres).
Members also voted 3‑0‑0 to adopt the Holbrook Middle‑High School and John F. Kennedy Elementary School Parent/Guardian and Faculty handbooks as presented. HMHS Principal Joshua Tarsky reviewed the HMHS handbook updates; Principal Stevens reviewed updates to the JFK handbooks and presented a new substitute handbook clarifying substitute roles and expectations.
The committee approved two labor agreements: the HEA Flex Block Memorandum of Agreement, extending a pilot into a second year with union revisitation before full adoption, and changes to the Custodial/Maintenance Unit Memorandum of Agreement. Both agreements were approved by roll call vote, 3‑0‑0 (Malvesti/Despres).
On student device management, Principal Tarsky recommended implementing Yondr pouches at Holbrook Middle‑High School with a planned November 2024 rollout; the committee voted 3‑0‑0 to proceed. The committee also approved a 2% pay increase for Superintendent Julie Hamilton, proposed by Chair Barbara Davis to align with teacher salary increases; the raise passed 3‑0‑0.
Other procedural approvals included revised School Committee meeting dates, revised subcommittee assignments, the nomination of Barbara Davis as the official delegate (with Mr. F. White named alternate) to the November 2024 MASC/MASS conference, and approval of the June 13, 2024 meeting minutes. Each action was recorded as passed by the three voting committee members (Davis, Malvesti, Despres), 3‑0‑0.
