City of Milwaukee sewer-lining project approved for regional INI program

The Water Environment Services (WES) technical advisory team voted to include the City of Milwaukee's sewer-lining proposal in the regional inflow-and-infiltration (INI) program after a presentation from Milwaukee staff.
Josh Nice, associate engineer for the City of Milwaukee, told the group the project would rehabilitate roughly 2,355 linear feet of sewer main using cast-in-place pipe (CIPP) with a UV-curing system. "The total in cost looks like it's going to be $1,359,000 for the construction," Nice said, presenting the project map and scope to the advisory members.
Nice said the work is intended to reduce INI that flows from Milwaukee's collection system to the Kellogg Creek treatment facility and that the city plans to use CIPP installed with UV cure rather than steam-based curing.
Advisory members discussed technical trade-offs of UV cure during the presentation, including contractor availability, odor and styrene impacts, material thickness and inside-diameter effects on capacity, and the potential for clearer visual identification of laterals for tap reinstatement. Participants cited experience in Portland and expressed interest in sharing longevity and contractor feedback as Milwaukee moves the project to bid.
The advisory team voted to include Milwaukee's proposal in the regional program. Jessica Rener, an engineer in WES's capital group leading the meeting, said Greg Gist will issue a letter confirming inclusion and that Milwaukee should submit a copy of its executed contract once procured so WES can issue the purchase-order-level documentation needed for finance to pay up to the approved amount.
Next steps: Milwaukee will proceed to bid the project, execute a contract with a contractor, and submit that contract to WES for final documentation. The advisory team did not record a roll-call tally in the transcript; the motion was reported as carried without recorded opposition.
