The Brookline Selectboard on Aug. 19 approved several financial and administrative items, including large warrants, the 2023 MS‑535 financial report and a paving payment, and provided guidance to departments ahead of the 2025 budget season.
Selectboard members voted unanimously to approve Accounts Payable Warrant #33 for $430,248.64, Payroll Warrant #34 for $89,140.60 and a $1,000 police‑detail warrant. The motion was made by Ed Perry and seconded by Steve Russo; the vote was 3-0.
Town Administrator Paul Branscombe told the board that at the end of July the fiscal year was 53.33% complete and the town had spent 50.57% of the budget year to date; he said the town is watching legal expenditures (about 70% of budget) and general assistance (about 95%). The board asked departments to prioritize needs as they prepare 2025 budgets and said gas and diesel cost guidelines and budget packets would be provided.
The board also voted 3-0 to sign the MS‑535 Financial Report for the year ending Dec. 31, 2023, so it could be uploaded to the Department of Revenue Administration portal; Steve Russo made the motion, seconded by Ed Perry. Later the board approved payment to RA Powell Construction for $45,417.19 from the Public Works Revolving Fund to cover paving work; that motion was made by Steve Russo and seconded by Ed Perry and passed unanimously.
Other business included a proposed Primex meeting to discuss HR services, a request to schedule an emergency tabletop drill, committee updates and items set for the next agenda (including a second-draft compensation policy and discussion of a petitioned warrant article). The board entered non‑public session under RSA 91‑A:3 II (l) and (c) at 7:19 p.m., returned at 7:39 p.m. and voted to seal the non‑public minutes before adjourning.
What’s next: The board will receive gas and diesel cost guidance and budget packets for 2025 preparation; items for the next agenda include election coverage for Sept. 10 and a petition warrant article that met the 50‑signature threshold.
