Otis Selectboard approves septic plans, inspection fee increases and two appointments

The Otis Selectboard approved a slate of routine but consequential administrative actions at its Feb. 11 meeting, including two septic system plan approvals, adoption of higher building and specialty inspection fees, and two personnel appointments.
The board unanimously approved a proposed Jet BAT pretreatment septic system for 245 D’Wolfe Drive after Jim Wilusz emailed recommended well testing; Selectboard member Terry Gould moved to approve the plans with the requested well testing and Larry Southard seconded. Fred Sears of Hill Engineers participated on Zoom to present the design.
The Selectboard also approved a Jet BAT pretreatment plan for 28 Drive D to replace a roughly 50‑year‑old handmade system. Mike Kulig of Berkshire Engineers presented the proposal; Larry Southard moved to approve with the same recommended well testing and Chair Gary Thomas seconded. Both septic approvals were recorded as unanimously approved in the meeting minutes; no roll‑call tallies were recorded in the transcript.
The board voted to increase building and specialty inspection fees to better align revenue with neighboring communities and to help retain qualified inspectors. Staff member Brandi Page told the board the increases are intended to close a revenue gap and are comparable to fees in nearby towns; Chair Gary Thomas moved to adopt the new fee schedule, and Terry Gould seconded.
On personnel matters, the board appointed Nick Fredsall as Electrical Inspector after he introduced himself on Zoom: "I am a certified electrician and have been an inspector in Monterey for over 20 years, Stockbridge 19 years and Richmond over a year," he told the board. The Selectboard made the appointment by unanimous vote on a motion from Gary Thomas and second from Terry Gould.
During "not anticipated" business, Kris McDonough requested the appointment of Jeffrey Tomaino as a part‑time officer. The board reviewed his qualifications, Gary Thomas moved to appoint him, Larry Southard seconded and the appointment was approved unanimously. Payroll and vendor warrants were presented for signature during the meeting.
The meeting adjourned at 7:21 p.m.
