Presenter outlines MTSS implementation as teacher urges prioritizing academics during budget vote

At a Sullivan County School District board meeting, a district presenter reviewed first-year progress on the board’s comprehensive plan and said the district will move from planning to implementation of its MTSS framework starting July 1.
The presenter said year one emphasized professional development, leadership-team formation and review of screening and data tools; the district is scheduled to meet with the Intermediate Unit in early July to refine the implementation plan. The presenter said year two will “begin fully implementing the MTSS framework, continue the professional development and coaching for staff, utilize student data to guide academic and behavioral interventions, and monitor implementation through regular data reviews and leadership team meetings.” The presenter added the district’s goal is consistent practices across the district by 2028.
The presenter also described efforts to strengthen district communication — including a districtwide communications plan, website improvements and quarterly family engagement nights — and ongoing classroom-management work focused on responsive-classroom practices. The presenter described outreach to families using cyber programs, analysis of themes and barriers, and development of individualized re-entry plans for families electing to return to the district’s Griffin Cyber Academy or in-person programs.
A staff member who identified herself as a teacher addressed the board before a scheduled budget vote and urged members to protect coursework and electives from disproportionate cuts. “Please make certain that the budget cuts are shared by all areas and that none are going up while academics are going down,” the teacher said, arguing that coursework and electives provide the academic foundation for students’ future careers.
The presenter noted an executive session had been held June 16 for a personal reason and closed the report. The board then moved to consider finance items, including final approval of the 2026–27 budget later in the meeting.
