High Springs commission adopts debris MOU, updates CDBG policy and approves Priest Theater contract addendum

The High Springs City Commission on June 25 approved several administrative and capital items intended to streamline recovery planning, update grant procurement rules, and keep a long‑running renovation project on schedule.
The commission unanimously approved resolution 2026-Q, authorizing a memorandum of understanding with Alachua County and several nearby municipalities to use county disaster debris management sites during and after storms. Staff explained the MOU updates the city's ability to use county sites and outlines debris monitoring and collection-site requirements ahead of hurricane season.
The commission also adopted resolution 2026-R to amend the city's Community Development Block Grant (CDBG) procurement policy. Staff said the update brings High Springs' policy in line with neighboring cities and state requirements and adds a minority- and women-owned business enterprise (MWBE) provision. Staff described prior small‑purchase thresholds as roughly $700–$750 for the lowest tier, $750–$5,000 for the next tier, and said the amended policy raises thresholds to match regional practice.
On capital projects, the commission approved a services-agreement addendum with Hoffman Construction Incorporated for the Priest Theater renovation. Staff reported that roof replacement and structural work required an additional $45,900 because of higher steel prices; the addendum raises the contract 'not to exceed' amount to $605,008 and remains within the project's existing grant award (grant number 24). The commission also approved a related fiscal 2026 budget amendment to move grant appropriations into the correct appropriation line so funds can be spent.
Other business: the commission discussed scheduling and approved alternate dates for fall/winter meetings, and granted the city attorney's request to move the July 9 meeting to July 7 so the attorney may attend a municipal-attorneys conference. City staff reported that auditors from CK CKH are performing the annual audit and that Parks & Rec Director Jennifer Appleby announced a free community event July 11 with mini golf, a cookout and a World Cup watch party.
