The Region 10 Board of Education Policy Committee discussed accounting and tracking concerns tied to modern payment apps used in school fundraisers, including Venmo, PayPal, Zelle and Cash App, at its April 27, 2026 meeting.
Meeting minutes state the issue had come to the attention of the district Financial Office: when a PTO collects funds through a payment app and then forwards money to the district (for example, by sending a personal check), there can be difficulty verifying that the amount forwarded matches the amount collected. Committee members identified gaps in documentation and controls for transactions initiated through third-party apps and noted that many of these collections occur through outside, nonaffiliated organizations such as PTOs and fundraisers.
Members agreed that further policy work and guidance are needed to establish checks and balances for reconciling app-based collections, recordkeeping standards for forwarded funds, and procedures for receipt and deposit. The committee did not adopt a policy at the meeting; it recorded the discussion and indicated the topic will receive additional follow-up in policy development work.
