Utica board approves consent agenda including $2.688 million drinking fountain upgrade and contracts for testing, assessment and equipment reconditioning

On Jan. 12 the board approved the consent agenda including a $2,688,000 contract to Spartan Construction Group for Drinking Fountain Improvements Phase II (grant-funded), an athletic-equipment reconditioning contract with Riddell, an expanded NWEA contract not to exceed $325,000/$330,000 and additional Subject Technologies licenses.
The Utica Community Schools Board of Education approved its consent agenda during the Jan. 12 meeting, accepting several contract awards and renewals reviewed by the Curriculum and Capital Projects subcommittees.
The board awarded a contract for Drinking Fountain Improvements Phase II to Spartan Construction Group, Inc. in the amount of $2,688,000; the minutes state project funding is through grant funds. The consent agenda also included an athletic equipment reconditioning contract to Riddell based on unit pricing (estimated annual cost $67,050 in 2026 and $67,950 in 2027) to evaluate, sanitize and repair football helmets and shoulder pads.
Separately, the board approved an NWEA contract expansion for 2025–26 and 2026–27 with unit pricing above 17,000 licenses and total costs not to exceed $325,000 in 2025–26 and $330,000 in 2026–27 (General Fund with potential reimbursement). The board also approved additional standard license purchases from Subject Technologies, Inc. at $300 per license beyond amounts previously authorized.
Dr. Mary Smolenski introduced the consent agenda and asked staff (Dr. Dziatczak and Mr. Graham) to review contracts before the board vote. The consent motion (Becker, support Rankin) carried 6–0.
Funding notes: the drinking fountain project is recorded as paid through Grant Funds; the reconditioning and assessment contracts are to be paid from athletics and general funds per the minutes.
