City staff and the police chief told the council the scope includes two additions (a vestibule and a new conference room), exterior facade replacement with a plaster product called "Ephus," replacement of interior finishes, HVAC work and bullet‑resistant glass at the public entry. City Administrator Carl said asbestos and lead abatement are complete and the current estimate keeps the project under the capital improvement plan total of about $11.15 million.
"We received the bids," the Police Chief said, summarizing the procurement results and noting the final budget summary was roughly $109,000 above an earlier estimate. The contract as presented includes a $300,000 contingency to cover unforeseen conditions.
Todd Peron, a Kimosi Construction representative, told the council the firm’s construction‑manager approach is meant to minimize change orders: "the process here that we’re undertaking ... specifically targets keeping costs from change orders out of the equation." He said the contingency covers unforeseeable items encountered once construction begins.
Councilors asked about related work: staff said the project budget includes funds to standardize access control and video surveillance across city buildings so the police department and city hall use the same systems. The city administrator said some soft costs for furniture and design were factored into the figures.
A motion to adopt the agreement addendum (Exhibit A) for the police station renovation not to exceed $8.45 million was moved by Alder Dohy and seconded by Alder Gellard. The council approved the motion by voice vote.
Next steps: staff will finalize the contract and coordinate a construction schedule; council and staff emphasized efforts to limit change orders and to begin work soon.
