Chaplin to switch online parcel mapping to Main Street GIS; Chaplin–Mansfield border maps complete, tuition agreement possible

During his zoning officer report, Jay Gigliotti distributed the adopted 2016 PZC meeting schedule and told the commission the town will replace its current online GIS hosted by NECOGG with a new vendor, Main Street GIS. Gigliotti said he has extensive experience with Main Street GIS, described its interface as more user-friendly, and said the system will automatically update parcel ownership, property lines, easements and related data; the new online GIS will be made available to the public shortly.
First Selectman Matt Cunningham told the commission that maps for the Chaplin–Mansfield border dispute have been completed and that the Chaplin Board of Selectmen unanimously voted to accept the depiction on the completed map. Cunningham said the Mansfield town manager was reviewing the maps with his administration and that Chaplin is awaiting a formal response. He described a complicating case in which a house on South Bedlam Road is mostly in Chaplin but the children are enrolled in Mansfield schools; Chaplin's Board of Selectmen said it would be open to negotiating a tuition agreement at a reduced rate. The commission is waiting for a response from the town attorney and a formal reply from Mansfield before taking any further action.
