Falmouth beach committee and residents press town on mobile‑vendor awards after one bidder tops multiple sites

Board members and beach‑committee members told the Select Board on March 9 they welcome transitioning to mobile food vendors but worry that one bidder who submitted high offers for multiple sites may not have the capacity to serve peak summer crowds at every location.

Assistant Town Manager Peter Johnson Stab summarized the RFP changes that move concessions from fixed buildings at some beaches to mobile trucks or trailers. He said bids were competitive for most sites but that one aggressive bidder had been the high offer on multiple locations and indicated they would only pursue four of the five high‑bid awards.

"The bid spec does not require town control of the menu," Johnson Stab said, and the town evaluates capacity, equipment and personnel as part of responsiveness reviews. Beach committee members told the board their priority is diversity of offerings and consistent, speedy service on busy days such as July 4. "We need the staff and the help and the speed to get those people served," a committee member said.

Board members asked staff whether, if capacity concerns are confirmed, awards could be moved to the next highest responsive bidder; staff said yes and that evaluation of a bidder's readiness (equipment and seasonal staffing plans) is part of the award decision.

What’s next: staff will continue bid evaluation and recommend awards; the board requested staff pursue clarifications with the aggressive bidder about menu flexibility and capacity and to report back if an award should shift to the next responsive bidder.
