Hamblen County committee package: SRO grant application authorized; road commission to be phased out under private-act amendments

The Hamblen County Commission's finance committee cleared a suite of finance items Thursday, authorizing the sheriff's office to apply for a statewide School Resource Officer (SRO) program grant and approving several contract and statutory amendments.
Resolution 26-12 authorizes the sheriff to seek an SRO grant in the amount of $1,350,000; commissioners voted to approve the authorization. The panel also approved a banking contract with Home Trust Bank and accepted the county's annual debt report for the year ending June 30, 2026.
Members approved private-act amendments recorded in the meeting to abolish the county road commission effective Aug. 31, 2028, and to set a process and retainer for the election and compensation of the county attorney. The road-commission amendment included language that any vacancy occurring before the abolition date would not be filled for the unexpired term.
The committee also approved multiple fund amendments across general, debt service, capital and special-purpose funds, including increases to the Department of Education budget and adjustments to drug-abatement and highway funds.
Chairman Rody Long presented the items and said the measures were intended to align county administration with operational needs and grant opportunities. Several motions were moved and passed by voice vote.
Commissioners did not debate the SRO grant at length during the meeting; the resolution passed as presented. The commission is now authorized to pursue the grant funding and will return to committee-level oversight as application and implementation steps proceed.
