The planning board granted preliminary approval to Golden Chicken of Biddeford LLC for a proposed 2,536-square-foot Popeye's at 584 Alfred Street.
Applicant representatives (Kiel Grama, Gorrell Palma LJB) described revisions since the sketch plan: driveway and right-in/right-out modifications, split domestic and fire service taps, sewer routing, and coordination with MaineDOT on a traffic movement permit (TMP). The TMP will require closing an existing left-turn movement and post-occupancy corridor review; the applicant said it would also contribute funds toward a future crosswalk at the Old Dogs Lane intersection.
Staff and the applicant discussed conditioning final approval and certificate of occupancy on an executed TMP. The planner said as long as staff has written confirmation from DOT outlining conditions, the board could advance the project and require the signed TMP before occupancy or final approval. The board voted to give preliminary approval, with the TMP and related DOT conditions required prior to occupancy.
