River Ridge CDD authorizes RG Architects engagement and approves master signage design work

The River Ridge CDD on Oct. 22 authorized Bowman Consulting Group to retain RG Architects, P.A. as a subconsultant to redesign two gatehouses and approved a separate Bowman proposal to produce a master signage/monument program for Pelican Sound. The Board approved the retention on a motion by Kurt Blumenthal, seconded by Terry Mountford, and authorized the Chair to execute documents after District Counsel and District Manager review.
Eric Long, presenting the proposals, said the gatehouses will receive a facelift rather than demolition; he described the main gate as having low clearance and said it "has been hit 12 times this year." The Board discussed technical requirements including obtaining new elevation certificates, confirming whether original construction drawings are available, and coordination under existing consultant agreements to manage markups and subcontracting. Design and permitting were estimated to take 12 to 18 months, with construction financing and work anticipated to occur in 2026; Mr. Long asked that the two gatehouse projects begin concurrently.
The Board also approved a Bowman Consulting Group proposal for landscape architecture services to replace monuments across the CDD. Neighborhood monument replacement costs will be charged to Pelican Sound replacement reserves; Mr. Krebs noted some monuments will be relocated and Mr. Long said renderings and 3D visuals will be provided to affected neighborhoods. Mr. Blumenthal will serve as the Board liaison for monthly communications and Mr. Long will take the lead on project coordination.
Why it matters: The projects affect community aesthetics, access and long-term capital planning for the district; approvals create an implementation path (design, permitting, financing and construction) and identify responsible staff and consultants. The Board authorized contract steps but did not authorize final construction financing at this meeting.
