River Ridge CDD adopts FY2025 budget and imposes special assessments

The River Ridge Community Development District Board of Supervisors adopted the district’s fiscal year 2024–25 budget and approved a companion resolution to impose special assessments at its Aug. 27 meeting.

District Manager Chuck Adams told the board that "the Fiscal Year 2025 budget in the agenda is not correct," and staff presented scrivener corrections, including an amended description for a "Street sweeping" line. No members of the public spoke during the budget hearing. On a motion by Supervisor Kurt Blumenthal, seconded by Supervisor Robert Twombly, the board adopted Resolution 2024-07, relating to the annual appropriations and the budget for the fiscal year beginning Oct. 1, 2024, as amended.

The board also opened a public hearing on Resolution 2024-08, making a determination of benefit and imposing special assessments for fiscal year 2024/2025. District Counsel Tony Pires recommended opening the hearing; no affected property owners spoke. The board agreed to remove references to "Exhibit B" from the resolution and, on a motion by Mr. Blumenthal seconded by Mr. Twombly, adopted Resolution 2024-08 as amended.

Meeting minutes record both actions as approved "with all in favor." The minutes do not include a roll-call vote listing each supervisor’s individual vote; the approvals were recorded as unanimous in the meeting record. The board approved the budget after making the noted amendments to correct scrivener errors.

Next steps: the adopted budget and assessment resolution will be implemented according to the dates and publishing requirements in the resolutions, and staff will post required materials to the district’s records as applicable.
