Littleton Cultural Council to rewrite mission statement, prioritize local applicants for FY27 grants
Summary
At a recent meeting the Littleton Cultural Council agreed to begin rewriting its mission statement to emphasize Littleton and to refine FY27 grant priorities and application procedures, including an express priority for Littleton-based projects and ending the previous automatic-approval process for new members.

The Littleton Cultural Council opened a discussion to revise its mission statement and to tighten procedures used to set grant priorities and review applicants, a member said at the meeting.
Members said the council’s current web copy mainly repeats the Massachusetts Cultural Council’s language and does not say what the Littleton Cultural Council itself does for local residents. “So, it says … the Littleton Cultural Council, whose members are appointed by the board of selectmen, supports community cultural projects through its grant program,” the council member who shared the screen read aloud when showing the current page. Several members said that language should be shorter, more local, and use the town’s preferred terminology (for example, “select board” instead of “board of selectmen”).
Why it matters: the mission and the policies guide how the council sets priorities for limited grant funds and how applicants are evaluated. Members said clarifying the mission and adding simple policy language will help applicants know what the council prioritizes and improve application quality.
Council members discussed examples from nearby towns and suggested two near-term steps: (1) produce a short, Littleton-focused mission sentence that complements — rather than repeats — the state council’s mission; and (2) add clearer policies and procedures in August that explain priority for Littleton projects, evidence of residency or local benefit, and application expectations (budget, venue confirmation, letters of support). Kiki, a council member who shared the draft examples, said she would circulate a starting draft this week and Sarah volunteered to help shape scope and language.
On grant timing, members noted the FY27 grant cycle will arrive soon; the council usually needs priorities and procedures in place before submissions close. A member said the typical deadline has been around Aug. 28, though the official FY27 deadline had not been posted. The council plans to reuse and shorten last year’s Google community-survey form (often distributed at summer “Third Thursdays” events) to collect priorities from residents.
Members also flagged practical outreach concerns: turnover in the town Parks & Recreation staff has complicated coordination for Third Thursdays and other summer events, and members said they will contact Parks & Rec and other community contacts to confirm summer schedules so the council can distribute its survey and promote grants.
Separately, the council confirmed a change to its appointment process: town staff (Diane Corey) has started forwarding applicant materials after the agenda was printed, and the previously used auto-approval practice has been suspended so the council can see and discuss applications. One early application from a local applicant (identified in the record as Jane Lamb) had been received; members noted she had applied for multiple boards and said the council would review all submissions and decide how to proceed at the July meeting or in executive committee if appropriate. The council expects two seats to open July 1 and said it will notify applicants of next steps.
The meeting also included routine business: announcements about upcoming community events, brief treasurer/reimbursement updates (members said reimbursements typically take six to eight weeks to process through town channels), and thanks to departing members Kim and Jen. A motion to approve the minutes and a motion to adjourn were made and seconded during the meeting (mover/second not specified in the transcript).
