Commission approves two zoning ordinance amendments: hearing-examiner cleanup and small noncommercial greenhouses

The commission approved on second reading two zoning-related amendments.
Mr. Cranson presented ordinance No. 2283-23-420, a cleanup amendment to align local code with current practice by designating the hearing examiner rather than the planning commission as the decision-maker for conditional-use permits; staff recommended approval.
A second item, ordinance No. 2284-23-421, amends accessory building and structure rules to expressly allow noncommercial greenhouses in residential zoning districts R1 through R5, with a size cap of 100 square feet (roughly a 10-by-10 structure). "This amendment just merely adds non-commercial green houses...and then it goes on to limit these the size of these structures to 100 square feet," the presenter said.
Commissioners asked a clarifying question about setback language; staff confirmed existing setback rules continue to apply. Both ordinances were recommended by staff and approved on second reading by roll-call votes.
