City OKs Verified Credentials contract for background checks; HR director cites $25-per-check plan

The commission authorized an agreement with Verified Credentials to provide background-check services for pre-employment and employment purposes and directed the human-resources director to execute the contract.
Shauna Starret, who explained the proposal to the commission, said funds for the service were budgeted in the 2026 HR budget. She described a one-time $98 inspection fee for IT review, an estimated $500 cost for the remainder of 2026 and a typical first-tier package of $25 per background check. "The first tier is what we mainly use that is a $25 cost per background check," Starret said.
Starret said the service will streamline HR processes, support driving-history checks for employees who operate city vehicles, and help screen an increasing number of out-of-state applicants. Commissioners asked clarifying questions about the one-time nature of the $98 inspection fee and about how the expense would be budgeted for 2027; Starret said the HR budget will include continuing screening costs for seasonal staff who work with children.
The motion to approve the agreement and authorize HR to sign carried by roll-call vote.
