Council hears FEMA-design grant pitch for Montelimar Creek, introduces CSX boat-launch agreement

A staff presenter explained that "if we have something funded, the design is done, and it is shovel ready ... we have a lot more play when an opportunity comes up to apply for money to actually do the work." Council members asked whether construction funding and CIP budgeting would follow design, and staff confirmed design may help secure future construction funds and that construction could also be funded through CIP if awarded.
Separately, the clerk introduced Resolution 01707 to authorize an agreement with CSX Transportation for a boat launch at Shipyard Road on Halls Mill Creek. Council discussed location advantages — the southern part of the city currently lacks public boat access — and the logistical need to improve a private rail crossing. A council member clarified that CSX will perform the work under contract but the city will use CIP funds to pay CSX for the crossing improvements.
Why it matters: the design grant could accelerate repairs for aging flood-control infrastructure, improving resilience. The boat-launch project would increase public access to Dog River and nearby waterways but requires coordination and payment to a railroad contractor.
Next steps: the FEMA BRIC application will proceed with council consent to apply; the CSX resolution was introduced for later consideration, and procurement/contracting steps will follow if the agreement is approved.
