The Cochran City Council unanimously awarded two road resurfacing contracts on July 8 to The Scruggs Company under Georgia Department of Transportation funding programs.
City Manager Richard Newbern said the city received one bid for each project: paving 0.65 miles under the regular LMIG program (revised to $116,000 from an original $139,000 figure) and paving 0.67 miles under the LRA program for $111,000. Steve Raffield of The Scruggs Company told council the company reduced its first bid after securing a lower‑cost subcontractor and estimated work would begin within three weeks to one month.
Council Member Carla Coley moved to award both bids; Council Member Gary Ates seconded and the motion carried by unanimous vote. The awards proceed under the applicable DOT programs; schedule and final contractor coordination will be handled by the public works department.
