Clarinda council approves street closures for summer and fall events, OKs clean-up days and accepts FY2025 audit

The Clarinda City Council on April 8 unanimously approved street and downtown-square closures for several 2026 Chamber of Commerce events, granted a street closure for a July 18 Inda Clar street dance and set three Clean-Up Days in late May, and accepted the Fiscal Year 2025 audit report.
Manager McClarnon, speaking on behalf of Chamber Executive Director Elaine Farwell, outlined the Chamber's requests: the 12th Annual Cruzin' Clarinda on June 6 (rain date June 13) requesting closure of the downtown square, Main Street (15th'14th) and 15th Street (Main'Stuart) from about 6:30 a.m. to 4:00 p.m.; the 71st Annual Southwest Iowa Band Jamboree Parade on Oct. 3 seeking downtown-square and parade-route intersection closures from 7:30 a.m. to noon; the 67th Annual Craft Carnival on Oct. 17 requesting no parking on South 6th Street between Grant and Stuart Streets plus temporary directional signage; and the 34th Annual Kiwanis Lighted Christmas Parade on Nov. 27 asking for downtown-square and route intersection closures.
"Elaine Farwell could not attend and asked me to present the requests on her behalf," Manager McClarnon said. The council approved the full package of Chamber event closures on a motion by Councilmember Jamie Shore, seconded by Kerry Clark.
Inda Clar Manager Anna Taylor requested a closure of West Washington Street between 16th and 17th Streets on Saturday, July 18, 2026, for a street dance she said would be restricted to ages 21 and over, begin at 8:00 p.m., end at 1:00 a.m., and have the street reopened by 2:00 a.m. Councilmember Austin Ascherl moved to approve the closure from 8:00 p.m. to 2:00 a.m.; Jamie Shore seconded and the motion passed unanimously.
Manager McClarnon proposed Clean-Up Days on May 28 (7:00 a.m.'3:30 p.m.), May 29 (7:00 a.m.'3:30 p.m.) and May 30 (7:00 a.m.'noon); the council approved the dates on a motion by Ascherl. The council also accepted the Fiscal Year 2025 Audit Report on a separate unanimous motion by Ascherl.
Earlier in the meeting the council adopted the agenda and approved the consent agenda, which included March 25 regular and special meeting minutes and March warrants and financial statements. The meeting closed with mayoral remarks and a motion to adjourn at 5:32 p.m.
Next steps: event organizers will coordinate closures and signage with city staff and public notifications; dates and closures approved by the council will be used by city departments for traffic control and permit coordination.
