Sullivan County approves Axon body‑camera software, multiple service agreements, appointments and personnel actions

At its June 2 meeting the Sullivan County Board of Commissioners approved a package of technology purchases, intergovernmental agreements, personnel actions and minor capital work.
Technology and public safety: Commissioners approved a 60‑month quote from Axon Enterprise, Inc. for Justice Premiere Plus — software, storage and transcription services to manage body‑worn camera footage — for a total $22,755.10 covering July 1, 2026 through June 30, 2031. Solicitor Kenneth Levitzky noted that the procurement threshold for bidding does not apply because the cost is spread across five fiscal years; county staff reported the annual cost as $5,688.00 (with the first year no charge).
Service agreements and program contracts: The board unanimously approved an agreement with Blast Intermediate Unit 17 for technology services for FY 2026–27; a Health Services Coordination Agreement with UPMC for You, Inc. for the Children & Youth Agency; and a second amendment to the Computer Aid, Inc. contract adding up to 380 hours of fiscal consulting and up to 40 hours of program consulting (raising the maximum contract from $43,700 to $48,700). Commissioners also approved multiple agreements tied to the Bradford/Sullivan County Mental Health Program and student assistance services, including contracts with Bradford County Human Services Agency (MOU), Bradford/Sullivan Drug & Alcohol Single County Authority (student assistance), Phoenix Peer Services (amendment), Triple C Homecare (short term) and Allied Services for FY 2025–26.
Appointments, resignations and personnel: Commissioners reappointed several people to the Northern Tier Regional Planning & Development advisory committees for terms beginning July 1, 2026. They accepted Betty Curtin’s resignation from the Children & Youth Advisory Board effective May 18, 2026. Commissioners reappointed Amber Strain and Patty Lane to the Children & Youth Advisory Board for three‑year terms ending Dec. 31, 2028; that motion passed 2–0 with Commissioner Brian Hoffman abstaining due to a conflict of interest. The board acknowledged the hiring of Dealla Rasmus as Probation Officer I, effective June 4, 2026, a full‑time position with benefits after a 60‑day probationary period.
Facility improvements and finance: The commissioners added an item to the agenda and accepted a quote from Mel’s Concrete Co., LLC for sidewalk repair and a concrete slab at the Sullivan County Ag Center for $12,640.00, to be paid in part with safety grant funding tied to the county’s liability insurance program. The board approved and paid current invoices in the amount of $160,444.09.
Legislative outreach: Chair Scott Myers noted the board and treasurer jointly sent a letter to Representative Hamm and Senator Yaw urging support for updating the Pennsylvania Local Options Small Games of Chance Law to permit eligible entities to hold online small games raffles.
